3. UAE: RTA Conversion Process

5. Kuwait: MOI Traffic Department Process
India is recognised under Kuwait's reciprocal licence agreement. The process runs through the Ministry of Interior traffic department.

- Obtain Kuwait Civil ID (issued by PACI - Public Authority for Civil Information). This is required before any MOI service. Allow 14 to 30 days after arrival for Civil ID issuance.

Common Mistakes to Avoid

- Submitting an expired Indian licence: Your Indian licence must be valid on the day of submission. An expired licence is not accepted for exchange.
- Not carrying the original: Photocopies are not accepted. Bring the original plastic card.
- Waiting too long: Starting the process in week 10 of a 12-week grace period means any document issue causes an overage. Start in week 3 or 4.
- Using an IDP instead of the original: An International Driving Permit (IDP) from India is valid for tourism but does not qualify for permanent licence exchange. Only the original Indian licence triggers the exchange route.
