Step 1 is a job offer. Step 2 is a trade test invitation where a fee is requested to confirm your slot. That fee request is the signal. Registered employers and RLA-licensed agencies never charge candidates for trade tests. Every request for money at this stage is a fraud indicator, without exception.
Indian workers lost an estimated Rs 2,400 crore to fake Gulf job agents in 2024 (MEA, Annual Report 2025). Construction sector workers - electricians, welders, and masons from Uttar Pradesh, Bihar, and Jharkhand - are disproportionately targeted because of high demand, trade test legitimacy as a concept (real employers do use them), and the large sums involved when candidates have already resigned from domestic work.
The Four Steps - and Where the Fraud Enters
Step 1: The Offer
A construction job offer arrives through a recruiter, WhatsApp group, physical poster, or local reference. It describes a role - typically welder, electrician, carpenter, or mason - with a salary range in AED or SAR, a project name, and a contact number.
Legitimate indicator: the recruiter can provide their RLA registration number, verifiable at eMigrate portal, and provides a draft contract for review before proceeding.
Fraud indicator: the offer arrives with urgency, an unverifiable project name, and no written contract before the next step.
Step 2: The Trade Test Fee
The fraudulent recruiter invites the candidate for a trade test - often held in a rented room in Delhi, Mumbai, or Chennai - and requests Rs 3,000 - 15,000 to reserve the slot or cover administration. This money is never refunded.
This step works because trade tests are real. The difference: legitimate trade tests never require advance payment from the candidate. Employer-funded trade tests are conducted at the employer's cost or through accredited Indian testing bodies - TVTB-approved centres, NSDC-affiliated centres - where the fee is either zero or clearly documented in the RLA licence terms.
Any recruiter asking for money at this stage has disqualified themselves as legitimate.
Step 3: The Visa Stamp
After collecting the trade test fee, the fraudulent agent produces a document that looks like a Gulf work visa - sometimes a digitally edited image, sometimes a physical card with a real employer's name but a fabricated visa number. The candidate is told to pay a visa processing fee of Rs 25,000 - 80,000.
Candidates who have already paid step 2 are psychologically committed - sunk cost reasoning keeps them paying. This is by design.
Verify any visa at the issuing country's official portal before paying anything:
- UAE: ICP portal
- Saudi Arabia: Muqeem portal
- Qatar: Qatar MOI portal
A real visa number appears. A fabricated one does not.
Step 4: Silence
After the visa processing fee is collected, the agent stops responding. Phone numbers switch off within 24 - 48 hours. By step 4, a typical victim has lost Rs 30,000 - 100,000 and, in some cases, has resigned from current employment on the basis of the offer.
What to Do If You Recognise the Pattern
If you have paid step 2 and not received a verified visa number at step 3, stop paying.

- Local police cyber cell - provide all payment records, phone numbers, and documents received
- The Protector of Emigrants in your state - can issue a recruitment ban against the agent
