The Golden Visa Scam: What the Fake Pattern Looks Like
The UAE Golden Visa is a real 10-year residency visa for qualified individuals - doctors, engineers, investors, outstanding students, and certain talent categories. It is issued through ICA UAE after meeting specific qualification criteria. The minimum investment category starts at AED 2,000,000. The scam pattern: an agent or social media contact offers to "process your UAE Golden Visa" for a fee of INR 50,000 to INR 2,00,000. The agent claims they have "inside contacts" or a "special programme for blue-collar workers." No such programme exists - the Golden Visa is explicitly not available to blue-collar workers or general labour visa applicants. No agent in India has the authority to nominate or approve Golden Visa applications. Any agent making this claim is fraudulent.
What happens to the worker: the fee is paid. The agent disappears or continues extracting money with "processing delays." No visa is issued because none was ever applied for.
The fraudulent Golden Visa offer follows one of two patterns:
- Direct fee collection with promise of visa certificate: money taken, no visa
- "Assistance fee" to prepare documents for a visa that the worker does not qualify for: documents submitted (possibly using forged qualification claims), application rejected, fees non-refundable
Verify any Golden Visa claim directly at UAE ICA portal. The ICA portal shows all active Golden Visa applications by applicant passport number. No agent can check or change your application status - that is done through the official portal only.
The UAE Freelancer Permit Scam
UAE's freelancer permit system is a real programme allowing qualified individuals to work independently in designated sectors. It is issued through twofour54 (media), DTMFZA (trade and professional), or other free zone authorities. The genuine programme has sector restrictions and minimum qualification requirements. The scam: an agent offers a "UAE freelancer permit" that allows the holder to work for any employer, in any sector, including construction, hospitality, or FM - categories where the genuine freelancer permit either does not apply or requires specific eligibility. The agent charges INR 30,000 to INR 1,50,000 for processing.
Workers who arrive in UAE with a fraudulent freelancer permit document find one of two situations: the permit is entirely fabricated (not in any UAE system), or the worker holds a genuine freelancer permit that does not authorise the type of work the employer is asking them to do. In either case, working under these conditions is illegal employment - the same situation as working on a visit visa.

If You Have Already Paid
Report immediately to MEA Madad Portal - the MEA helpline for Indian workers abroad and at risk. If you are in India, you can also file a complaint with your state police cyber crime cell if money was collected online.
Do not send any further payments. The agent cannot refund money they have taken - additional payments will not recover what was already paid and will increase your total loss.
Every fraudulent agent who collected money from Indian workers started with one worker who paid and stayed quiet. Reporting the case - even if you cannot recover the money - prevents the same agent from taking the next worker's savings.
What to Do Before You Respond to Any Gulf Visa Offer
The two scam patterns above follow the same fundamental structure: a real visa category is invoked to make the fake offer credible. The Golden Visa is real. The UAE freelancer permit is real. What is fake is the claim that an Indian agent can process either for a blue-collar worker at the categories being offered.
Three verification steps that detect both patterns before money is paid:
Step 1 - Check the UAE authority portal directly. Any genuine Golden Visa application has a reference number on the ICA UAE portal, traceable by passport number. Any genuine freelancer permit has a free zone registration number, traceable on the free zone authority portal. Ask the agent for the reference number and verify it yourself at UAE ICA portal. If no reference number exists, no application has been filed.
Step 2 - Verify your own eligibility against published criteria. The UAE ICA website lists the Golden Visa categories and requirements. If you are a blue-collar worker without a UAE government nomination or AED 2,000,000 in investment, you are not eligible - and no agent can change your eligibility. Any offer that contradicts the published criteria is fabricated.
Step 3 - Confirm the fee structure. UAE government fees are paid directly to the authority portal. No government fee in the UAE system is collected by a third-party agent into their own account. If payment is being requested to an agent's bank account or via cash transfer, the fee is not a government fee.
These three steps take 20 minutes. They are the difference between losing INR 50,000 to INR 2,00,000 and losing nothing.
